Il contacte sa commune, l\u2019asbl g\u00e9rant le contrat de rivi\u00e8re, d\u00e9pose plainte \u00e0 la police de l\u2019environnement\u2026 \u201cTout le monde est de bonne volont\u00e9 mais d\u00e9muni pour tenter d\u2019arr\u00eater cette pollution.\u201d Et pour appuyer ses dires, le propri\u00e9taire du moulin a fait ses comptes: \u00e0 au moins sept reprises, il a constat\u00e9 cette \u00e9trange pollution : le 14 juin, les 9 et 27 juillet, les 1er, 11, 13 et 19 ao\u00fbt.<\/p>\n<p style=\"text-align: justify;\">\u00c0 son initiative, des analyses des eaux et des boues sont effectu\u00e9es. Lorsqu\u2019il d\u00e9couvre les r\u00e9sultats, Christophe Nihon n\u2019en croit pas ses yeux: il y a des traces de concentration importante de mercure, d\u2019arsenic et d\u2019argent. \u201cVu que les autorit\u00e9s \u00e9taient impuissantes, j\u2019ai voulu, en tant que citoyen, \u00eatre un lanceur d\u2019alerte en pr\u00e9venant les m\u00e9dias et en lan\u00e7ant un appel aux t\u00e9moignages pour que cela cesse.\u201d Des t\u00e9moignages il en recevra. \u201cJe les ai transmis \u00e0 la police de l\u2019environnement. Certes, les autorit\u00e9s locales font parfois r\u00e9f\u00e9rence \u00e0 cette coul\u00e9e verte qui traverse la cit\u00e9 hesbignonne d\u2019ouest en est. \u00c9voquant l\u00e0 les arbres et la v\u00e9g\u00e9tation qui bordent la rivi\u00e8re. Mais pour les habitants, ce cours d\u2019eau est plus souvent synonyme de poubelle \u00e0 ciel ouvert accompagn\u00e9e parfois d\u2019odeurs naus\u00e9abondes. Une image qui lui colle \u00e0 la peau depuis des ann\u00e9es. \u00c0 Waremme, ils sont d\u2019ailleurs nombreux \u00e0 avoir particip\u00e9 \u00e0 une moins une op\u00e9ration du nettoyage du cours d\u2019eau. L\u2019id\u00e9e \u00e9tait m\u00eame de refaire une telle op\u00e9ration au centre de Waremme. Huit ans plus tard, rien n\u2019a cependant boug\u00e9 de ce c\u00f4t\u00e9. Cependant d\u2019autres actions, moins spectaculaires mais pas moins efficaces, ont \u00e9t\u00e9 entreprises. Et en 2016, <a href=\"https:\/\/www.lavenir.net\/cnt\/dmf20160302_00789058\/des-bacteries-pour-soulager-le-geer\">l\u2019am\u00e9lioration de la qualit\u00e9 des eaux de la rivi\u00e8re \u00e9tait m\u00eame salu\u00e9e par les homologues flamands<\/a>. L\u2019observation de poissons dans le cours d\u2019eau \u00e9tant la cerise sur le g\u00e2teau.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Sandra Godfroid, qui travaille au comit\u00e9 local du Geer (un des comit\u00e9s locaux du Contrat de rivi\u00e8re Meuse Aval) confirme que \u201cvisuellement, la rivi\u00e8re paraissait plus transparente et plus belle\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\">Mais certains r\u00e9flexes restent particuli\u00e8rement ancr\u00e9s dans la r\u00e9gion. La rivi\u00e8re semble gel\u00e9e. \u201cUne glace avec des trous, des \u00e9clats\u2026\u201d \u00c9tonn\u00e9, le conseiller communal poste <a href=\"https:\/\/www.facebook.com\/groups\/487685741591399\/permalink\/1220929228267043\">deux photos sur le groupe Facebook \u201cCurieux de nature et de jardin\u201d<\/a> afin d\u2019en savoir plus. \u201cDes membres me r\u00e9pondent que c\u2019est un bio-film li\u00e9 \u00e0 la chaleur. Je ne m\u2019inqui\u00e8te pas plus que cela.\u201d<\/p>\n<p style=\"text-align: justify;\">Mais lorsque Lionel Henrion d\u00e9couvre l\u2019appel de Christophe Nihon dans les m\u00e9dias, il\u00a0 s\u2019interroge : \u201cest-ce que \u00e7a a un lien avec ce que j\u2019ai vu \u00e0 Grand-Axhe ?\u201d<\/p>\n<p style=\"text-align: justify;\">Il d\u00e9cide donc d\u2019interroger le coll\u00e8ge communal de Waremme. \u201cJe vous interroge par rapport \u00e0 l&rsquo;\u00e9tat du Geer. L&rsquo;impact sur la biodiversit\u00e9 est catastrophique: toute trace de vie a disparu.<\/p>\n<p style=\"text-align: justify;\">Quand apr\u00e8s tant d&rsquo;ann\u00e9es d&rsquo;efforts et de moyens publics et de mobilisations citoyennes on retrouvait canards, castors et autres, se retrouver avec une rivi\u00e8re morte et pollu\u00e9e me d\u00e9sole au plus haut point.\u201d<\/p>\n<p style=\"text-align: justify;\">C\u2019est dans la vaste salle du conseil, au premier \u00e9tage de l\u2019h\u00f4tel de ville de Waremme que l\u2019\u00e9chevin de l\u2019environnement, Julien Humblet, revient avec nous sur ce dossier. Sur base des informations collect\u00e9es aupr\u00e8s du service environnement de la ville de Waremme, la pollution signal\u00e9e sur le site de Grand-Axhe serait en fait diff\u00e9rente de celle constat\u00e9e au moulin d\u2019Oreye. Nous avons soumis les r\u00e9sultats des analyses effectu\u00e9es par la soci\u00e9t\u00e9 Cebedeau \u00e0 C\u00e9lia Joaquim-Justo, professeur \u00e0 l\u2019universit\u00e9 de Li\u00e8ge o\u00f9 elle est aussi membre du laboratoire d&rsquo;\u00e9cologie animale et d&rsquo;\u00e9cotoxicologie. \u201cLes niveaux de concentration relev\u00e9s par l\u2019analyse ne sont pas anormaux, ils sont en-dessous des normes de l\u2019Union europ\u00e9enne. Le niveau du mercure est limite mais il est en dessous.\u201d Une nouvelle rassurante donc.<\/p>\n<p style=\"text-align: justify;\">Reste \u00e0 comprendre comment de tels m\u00e9taux-lourds sont arriv\u00e9s dans la rivi\u00e8re. La professeure avance une hypoth\u00e8se historique : \u201cIl est possible que cette pollution soit pr\u00e9sente depuis des ann\u00e9es dans les s\u00e9diments du cours d\u2019eau. C\u2019est d\u2019ailleurs souvent le cas avec des rivi\u00e8res passant par des zones urbaines ou industrielles.\u201d Ces polluants auraient aussi pu se trouver dans des engrais aujourd\u2019hui interdits.\u00a0 La th\u00e8se d\u2019une pollution via un d\u00e9versement toxique peut \u00eatre \u00e9cart\u00e9e, selon notre experte : \u201cles niveaux de concentration auraient \u00e9t\u00e9 plus \u00e9lev\u00e9s.\u201d<\/p>\n<p style=\"text-align: justify;\">Comment sont apparues ces bulles noires et comment le Geer a-t-il pris cet aspect d\u2019encre? \u201cUn \u00e9v\u00e9nement a d\u00fb survenir et a remis les s\u00e9diments en suspension. Cela peut \u00eatre des travaux, des pi\u00e9tinements\u2026 Les s\u00e9diments auraient pu s\u00e9cher, par manque d\u2019eau puis de fortes pluies auraient pu les remettre en suspension.\u201d<\/p>\n<p style=\"text-align: justify;\">D\u00e9crivant l\u2019\u00e9tat de la rivi\u00e8re au pied de son moulin, Christophe Nihon \u00e9voquait le Geer qui \u201cp\u00e9tille de bulles\u201d. Il s\u2019agirait l\u00e0 d\u2019un effet d\u2019anoxie: la rivi\u00e8re aurait \u00e9t\u00e9 priv\u00e9e d\u2019oxyg\u00e8ne, favorisant alors le d\u00e9veloppement de bact\u00e9ries dont certaines peuvent \u00e9mettre du m\u00e9thane, d\u2019o\u00f9 les bulles aper\u00e7ues. Il a voulu en savoir plus et a interrog\u00e9 la ministre C\u00e9line Tellier, via une question \u00e9crite. L\u2019avantage d\u2019une telle question ? Esp\u00e9rer avoir plus de d\u00e9tails car cela laisse du temps au cabinet de la ministre de la ministre, d\u2019interroger l\u2019administration. Par contre, il faut patienter trois semaines pour obtenir une r\u00e9ponse. Et cette r\u00e9ponse est justement parvenue au d\u00e9put\u00e9 ce vendredi 25 septembre.\u00a0<\/span><\/p>\n<\/div><div class=\"fusion-text fusion-text-21\"><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La ministre revient sur la chronologie des faits. C\u00e9line Tellier confirme, via le rapport de l\u2019agent de garde SOS Environnement-Nature de la police de l\u2019environnement (DPC) de Li\u00e8ge, que \u201cles berges et le lit du Geer \u00e9taient couverts d\u2019une boue noire\u201d.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Et la ministre indique que deux hypoth\u00e8ses sont sur la table.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La premi\u00e8re serait que\u00a0 \u201cce ph\u00e9nom\u00e8ne peut s\u2019expliquer par une fermentation des boues organiques pr\u00e9sentes dans le fond du Geer. Cette fermentation peut \u00eatre encourag\u00e9e par le d\u00e9bit exceptionnellement faible du cours d\u2019eau et par la pr\u00e9sence d\u2019un barrage en aval qui en ralentit le d\u00e9bit lorsqu\u2019il est ferm\u00e9. Ce ph\u00e9nom\u00e8ne de fermentation pourrait remettre en suspension dans l\u2019eau des \u00e9l\u00e9ments accumul\u00e9s dans le fond du lit du cours d\u2019eau, tels le mercure, l\u2019argent voire l\u2019arsenic.\u201d Une hypoth\u00e8se qui fait \u00e9cho aux explications que nous a donn\u00e9es, la professeur C\u00e9lia Joaquim-Justo.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La seconde hypoth\u00e8se est \u201cle lessivage de terres agricoles, lequel peut entra\u00eener avec lui boues et autres \u00e9l\u00e9ments pr\u00e9sents en surface des parcelles agricoles (produits phyto, engrais azot\u00e9s et phosphat\u00e9s\u2026) vers le lit du cours d\u2019eau. Cela pourrait expliquer la pr\u00e9sence d\u2019azote et de phosphate, voire \u00e9ventuellement de l\u2019arsenic parfois pr\u00e9sent dans certains produits phytopharmaceutiques, mais pas le mercure.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Un \u00e9l\u00e9ment important est \u00e0 souligner dans la r\u00e9ponse : \u201cLors de l\u2019\u00e9pisode du 18 ao\u00fbt (ndlr: Christophe Nihon indique la date du 19 ao\u00fbt), de nouveaux pr\u00e9l\u00e8vements ont \u00e9t\u00e9 effectu\u00e9s (sur l\u2019eau et les flocs de boue en surface) par la direction du DPC Li\u00e8ge. Ces pr\u00e9l\u00e8vements montrent une concentration toujours trop \u00e9lev\u00e9e pour les diff\u00e9rents compos\u00e9s analys\u00e9s, mais dans une proportion moindre.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La ministre Tellier confirme que l\u2019origine de la pollution reste toutefois myst\u00e9rieuse et que des d\u00e9marches sont entreprises afin de tenter de l\u2019\u00e9claircir.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Le d\u00e9put\u00e9 Rodrigue Demeuse ne compte pas en rester l\u00e0:\u00a0 \u201cLa Ministre confirme la situation de pollution inqui\u00e9tante de la rivi\u00e8re et l\u2019enqu\u00eate semble \u00eatre men\u00e9e tr\u00e8s s\u00e9rieusement, mais la source de la pollution n\u2019est pas encore identifi\u00e9e. Cela doit donc \u00eatre la priorit\u00e9. L\u2019hypoth\u00e8se que cette pollution trouve son origine dans des s\u00e9diments laiss\u00e9s dans le lit de la rivi\u00e8re depuis des ann\u00e9es le laisse sceptique. Il s\u2019interroge: pourquoi n\u2019avait-il jamais constat\u00e9 une telle pollution auparavant ? \u201cCela fait 10 ans que le moulin fonctionne et que je descends dans la rivi\u00e8re pour la nettoyer mais lors des \u00e9v\u00e9nements dont je vous ai parl\u00e9, je n\u2019aurais pas os\u00e9 rentrer dedans.\u00a0 Pourquoi aussi cette pollution s\u2019est-elle manifest\u00e9e \u00e0 au moins 7 reprises en deux mois ?\u00a0 Comment expliquer la co\u00efncidence entre la publication des articles et l\u2019arr\u00eat de la pollution?\u201d<\/p>\n<p style=\"text-align: justify;\">Des questions qui restent jusqu\u2019\u00e0 maintenant sans r\u00e9ponse.<\/p>\n<p>Les interrogations se portent surtout sur un tron\u00e7on entre Waremme et Oreye.<\/p>\n<\/div><div
